A ranking of
international innovation has Hong Kong in the 6th place,
surpassing the United States and Canada in the overall ranking
of 110 countries and places, according to a recent New Global
Innovation Index study compiled by Boston Consulting Group.
The index is part of a broad research study that looked at both
the business outcomes of innovation and government's ability to
encourage and support innovation through public policy. A host
of new policy indicators for innovation are weighed, including
tax incentives and policies for immigration, education and
intellectual property.
The study measured both innovation inputs and outputs. The
former included government and fiscal policy, education policy
and the innovation environment. The latter included patents,
technology transfer, and other R&D results. |
