VACANCY FOR ASSISTANT COMMISSIONER OF INSURANCE
IN THE GOVERNMENT OF THE HONG KONG
SPECIAL ADMINISTRATIVE REGION

Entry requirements

Candidates should:
  1. be a Fellow of the Institute of Actuaries in England or Faculty of Actuaries in Scotland or Institute of Actuaries of Australia or Society of Actuaries in the U.S.A. or equivalent;
  2. have a minimum of 10 years' experience in life insurance or actuarial work or superannuation work;
  3. have good management and inter-personal skills; and
  4. have Grade E or above in English Language (Syllabus B) in the Hong Kong Certificate of Education Examination or equivalent. [See Note Below]
The candidate must be a permanent resident of the Hong Kong Special Administrative Region. Ability to communicate in written and spoken Chinese would be an advantage.
[Note : Suitable candidates without an acceptable qualification in English Language may also apply but will be required to pass an appropriate language proficiency test conducted by the Civil Service Examinations Unit before they can be offered appointment.]

Duties

The Assistant Commissioner of Insurance (Long Term Insurance Business) is mainly deployed on assisting the Commissioner of Insurance in the prudential supervision of the actuarial aspects of insurance business, advising and providing training to staff on all actuarial matters and monitoring the long term business of authorized insurance companies.

Terms of appointment

The successful candidate will be appointed on agreement terms for 3 years, which is renewable at Government's discretion.

Remuneration

The salary for Assistant Commissioner of Insurance starts at HK$116,650 per month. The package includes housing benefits, vacation leave with leave passage allowance and other benefits commensurate with a position of such seniority, subject to prevailing rules.

The appointee will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap 485) and will be required to make employee's contribution to a Mandatory Provident Fund (MPF) scheme.

Upon satisfactory completion of the agreement, he/she will be eligible for an end-of-agreement gratuity which, when added together with the Government's contribution to the MPF scheme, equals 15% of the total basic salary drawn during the agreement period.

Assumption of Duties

The successful candidate will be expected to take up his/her duties preferably in November/ December 2000.
