Popular elections were introduced in the early 1980s, first to the 19 district boards and the two municipal councils, and then in 1985 to the Legislative Council.

Since 1991, Legislative Councillors have been elected by geographical ridings and by functional constituencies (occupational groups). Political parties of many different stripes contested the elections to all three levels of representative bodies.
