Building from scratch

From the beginning, Hong Kong could not take for granted the basic necessities of land and fresh water. Much of the urban areas around the harbour were built on land reclaimed from the sea, or on sites terraced from the hillsides. Valleys and bays were dammed to create reservoirs of rain water. Transport routes and housing hug the irregular contours of the land. Human efforts have met the challenges of the rugged, unpromising terrain.
