HKSAR: the domestic system
The civil service, which is the backbone of Hong Kongs executive-led government, remains intact. So does the independent judiciary, headed by the newly established Court of Final Appeal, which is composed of Hong Kong and overseas judges from other common law jurisdiction areas. The SAR maintains its own currency and Monetary Authority. The SAR will also make its own policies on the economy, education, health, welfare and all other domestic matters, distinct from the rest of China, with the exception of foreign affairs and national defence which will be covered by China. |
