Hong Kong is a special administrative region of China under the “one country, two systems” arrangement by which Hong Kong is a part of the country, but it is no ordinary Chinese city.
Background
In view of the ageing population and shrinking labour force in Hong Kong, Hong Kong needs to attract and retain talent, professionals and entrepreneurs from outside Hong Kong to support the city’s economic development.
Eligibility Criteria
Persons who are the second generation of emigrated Chinese Hong Kong permanent residents may apply to return from overseas to work in the Hong Kong Special Administrative Region (HKSAR) under the Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents.
18 - 40
Aged between 18 and 40 at the time of application.
BORN OVERSEAS
Not in the Mainland, the HKSAR, the Macao SAR or Taiwan.
HONG KONG PARENT
Have at least one parent who is holder of a valid Hong Kong Permanent Identity Card at the time of application and was a Chinese national (Note 1) who had settled overseas at the time of the applicant's birth.
EDUCATION
Have a good education background, normally a first degree, but in special circumstances, good technical qualifications, proven professional abilities and/or relevant experience and achievements supported by documentary evidence may also be accepted (Note 2).
LANGUAGE
Proficient in written and spoken Chinese (Putonghua or Cantonese) or English.
FINANCIAL
Have sufficient financial means and are able to meet the living expenses for their (including their dependants, if any) maintenance and accommodation in the HKSAR without recourse to public funds.
Success Stories
The main benefit that I get from the ASSG is the flexibility that it offers. Before this school, I was working at Central at a finance start-up that was where I first used the ASSG and when I changed job from that job to this job, teaching at the public school, I was not required to fill up any extra paper work. So the flexibility was definitely very helpful. The other benefit is that I don’t require an employer to sponsor me under this visa.

I think I benefit in many ways from the Scheme, for example, I am able to freely look for employment in Hong Kong. At the same time, I am able to set up a business in Hong Kong as a Hong Kong person. There are many benefits in this area. At the same time, I am able to apply for credit cards, banking, insurance, a lot of lifestyle improvements from having a HKID (Hong Kong identity card).
