Greater PRD Business Council Plan for 2004

Hong Kong's Chief Secretary for Administration  Donald Tsang (centre) attended the first meeting of the Greater Pearl River Delta Business Council along with council Chairman Victor Fung (right).

The 32-strong Greater Pearl River Delta (GPRD) Business Council, chaired by Dr Victor Fung Kwok-king, held its first meeting March 18. 

The business council discussed 3 potential topics to be pursued:

- To create a business-friendly environment for Mainland companies to invest and operate in Hong Kong.
- To enable the outward processing operations of Hong Kong investors in the delta area to have easier access to the Mainland domestic market.
- To provide more trade facilitation between Hong Kong and Guangdong.

The council was appointed by the Hong Kong Chief Executive to complement the work of the Hong Kong/Guangdong Co-operation Joint Conference. It serves as a private sector-led channel to take forward comments and suggestions from the business sector regarding economic co-operation within the GPRD.

Dr Fung expressed his hope that GPRD development will create a larger business platform to service not only businesses in the region, but also those throughout China and the world. 

He stressed the importance of mutual benefits in Hong Kong/Guangdong co-operation, mutual understanding of each other’s needs and taking into account the interests of small and medium-sized enterprises, which make up 98% of businesses in Hong Kong and which operate mostly in the PRD.

During the meeting, members agreed to set up 6 working groups covering:

1. Cross-boundary infrastructure planning.
2. Services-implementation of CEPA.
3. Joint investment and trade promotion.
4. Technology, education and human resources.
5. Sustainable development.
6. Tourism, culture and sports.

The Hong Kong Chief Secretary for Administration, Mr Donald Tsang, and the Secretary for Commerce, Industry and Technology, Mr John Tsang, attended the first part of the meeting. Speaking on the growing trend of globalization, Mr John Tsang said that the GPRD would have unrivalled strengths “by integrating the world’s manufacturing base in the Pearl River Delta and the world’s producer services hub of Hong Kong.”
