Consultation on Legislation Against Racial Discrimination Legislation 

The HKSARG releases a paper on the proposed legislation against racial discrimination for public views in the coming three months.

The Hong Kong Special Administrative Region (HKSAR) Government has released a paper on the proposed legislation against racial discrimination for public view. The HKSAR Secretary for Home Affairs, Dr Patrick Ho, said on September 16 that as a cosmopolitan city, Hong Kong needed to foster a culture of inclusiveness and respect.

“Legislating against racial discrimination helps Hong Kong to maintain racial harmony and to promote human rights,” he said. “It also indicates the HKSAR Government’s commitment to the protection of human rights.”

According to the 2001 Population Census, about 95% of Hong Kong people are Chinese. Among the non-Chinese population, some 52% were foreign domestic helpers.

Dr Ho said that the main aim of the proposed bill would be to outlaw discrimination on racial grounds and to make provisions against racial harassment. 

The bill’s definition of racial discrimination is proposed to be defined broadly in line with Article 1 of the International convention on the Elimination of All Forms of Racial Discrimination, that is, discrimination based on “race, colour, descent, or national or ethnic origin.”
