Starting June 23, 2003, the Hong Kong Immigration Department will issue a Smart Hong Kong ID card in place of a laminated paper-based ID card.
A territory-wide Hong Kong ID card replacement exercise will start on August 18, 2003. The existing 6.9 million Hong Kong ID card holders will be invited to attend one of the nine Smart ID Card replacement centres in groups, according to their years of birth, to have their ID cards replaced. No fee will be charged. It is estimated that this replacement exercise will last 4 years.
Hong Kong residents presently overseas need not rush back solely to replace their Hong Kong ID cards. According to the Hong Kong Immigration Dept spokesman, “They can do so within 30 days after their return to Hong Kong, if they have missed their
turn."
